Resolution Authorizing the Filing of a Legislative Ethics Complaint Again Senator Jim Anderson, Chairman of the Senate Minerals, Business and Economic Development Committee

WHEREAS, the Wyoming Republican Party State Central Committee ("State
Central Committee") met in duly noticed session on August 23, 2025, with a quorum present; and
WHEREAS, the State Central Committee has a vested interest in ensuring that members of the Wyoming State Legislature conduct themselves in a manner consistent with the highest standards of decorum, civility, and respect for the citizens they serve; and
WHEREAS, the Wyoming Legislature's Joint Rule 22-1 defines "legislative misconduct" to include disorderly conduct during legislative meetings and violations of rules pertaining to ethical standards for legislators and preventing disorderly conduct; and
WHEREAS, the Legislature's Management Council Policy 4-2 on Decorum and Civility During Legislative Meetings requires committee members to act in a civil and respectful manner at all times, prohibits indecent or obscene language, personal attacks, ridicule, and name calling, and places responsibility on the Chair to enforce such rules; and
WHEREAS, on July 30, 2025, during a meeting of the Joint Minerals, Business & Economic Development Committee, Chairman Jim Anderson engaged in conduct inconsistent with these standards by:
1. Using profane language, including taking the Lord's name in vain;
2. Making dismissive and disrespectful remarks toward Wyoming citizens testifying before the committee;
3. Permitting Senator Ogden Driskill to call committee members "liars" without correction or intervention; and
WHEREAS, such conduct constitutes disorderly conduct, violates Management Council Policy 4-2, and undermines the integrity of legislative proceedings.
NOW, THEREFORE, BE IT RESOLVED by the Wyoming Republican Party Central Committee, duly assembled on August 23, 2025, that:
1. The State Central Committee hereby authorizes and directs the filing of a formal legislative ethics complaint against Senator Jim Anderson, pursuant to Joint Rule 22-1, alleging the conduct described above.
2. The complaint shall request that, upon investigation and substantiation, Senator Anderson be formally reprimanded and removed from his position as Chairman of the Senate Minerals, Business & Economic Development
Committee.
3. The Chairman of the Wyoming Republican Party Central Committee is authorized to sign and submit the complaint on behalf of the Committee, and to attach this Resolution as supporting documentation.
