Republican Resolution to Revoke EPA Greenhouse Gas Endangerment Finding


WHEREAS, EPA in promulgating the Greenhouse Gas Endangerment Finding (GHGEF) failed its’ regulatory responsibility to use the best available science and failed to follow their standards requiring that information used in making such findings be objective, accurate and unbiased, as evidenced by EPA’s complete failure to consider and address the scientific findings in hundreds of other peer reviewed published reports readily available on the subject; and


WHEREAS, the EPA failed to follow the rigorous requirements for a Highly Influential Scientific Assessments (HISA); and


WHEREAS, the inspector general report in 2011 concluded that the EPA’s science assessment for the Endangerment Finding fell short of the required peer review process standard; and


WHEREAS, the EPA’s claims that there is consensus among most scientist and “that the total body of scientific evidence compellingly supports a positive finding for both public health and welfare” is completely biased and irrational in light of the huge amount of evidence to the contrary; and


WHEREAS, the Intergovernmental Panel on Climate Change (IPCC) (used as bases for most of EPA’s findings) consists of a relatively small group of approximately 600 contributors and the conclusions of the IPCC summary reports are not the result of consensus even among these contributors; and


WHEREAS, over 30,000 scientists (more than 9,000 of whom are PhDs, many working in the fields of meteorology & physics studying the global warming issue) have signed a petition stating: “There is no convincing scientific evidence that human release of carbon dioxide, methane, or other greenhouse gases is causing or will, in the foreseeable future, cause catastrophic heating of the Earth’s atmosphere and disruption of the Earth’s climate. Moreover, there is substantial scientific evidence that increases in atmospheric carbon dioxide

produce many beneficial effects upon natural plants and animal environments of the Earth.”; and


WHEREAS, recent peer reviewed published scientific reports in 2016 and 2017 (by 3 PhDs and reviewed by 7 PhDs), provide substantial evidence that the most important assumptions in EPA’s GHGEF have been invalidated and that the Climate Models relied upon by EPA have been invalidated and cannot be relied upon to attribute warming to human emissions of GHGs; and


WHEREAS, the United Nations latest IPCC 6 th Assessment Report on global warming basis its’ finding almost entirely on models that they have already been forced to admit grossly overestimate past and projected warning, doing even worse than previous generations of models; and


WHEREAS, the cost of GHGEF and associated regulations has been billions of dollars and will be trillions of dollars that will negatively impact our standard of living for no benefit if this Finding is not revoked; and


WHEREAS, the EPA has pending at least two recent science-based petitions for reconsideration of the GHGEF;


BE IT RESOLVED that the Wyoming Republican Party of Wyoming will urge its

Congressional Delegation and other elected officials to require EPA to reopen and revoke the Greenhouse Gas Endangerment Finding (GHGEF).
