WHEREAS Wyoming State GOP Platform #9 states, “Liberty is indivisible from
economic freedom. The free-market economy is the economic system most
compatible with the requirements of personal freedom and constitutional
government. Government’s undue interference in the market, as well as the fiscal irresponsibility of government, results in economic inequity. There exists no
fundamental right to the fruits of another person’s labor.”; and,
WHEREAS The State of Wyoming has established a Business Council for the intent of growing the State’s economy; and
WHEREAS the Wyoming Business Council (WBC) is flush with appropriations of
public monies by the State Legislature; and
WHEREAS these monies should only be utilized for legitimate public purposes that benefit the public at large, such as public infrastructure, including but not limited to water and sewer infrastructure, roads and bridges and the like; and
WHEREAS the WBC has established a Business Ready Community (BRC) Grant and Loan program “to provide public financing… to cities, towns, counties, and joint power boards… (and) public infrastructure eligible for funding includes water, sewer, roads, etc.”, (taken from the WBC website - https://wyomingbusiness.org/communities/business-ready-community/); and
WHEREAS towns and municipalities have abused this program as a means to
provide significant financial support to specific businesses to expand in
communities where these said businesses already have comparable and identifiable competition.
