Nuclear Debacle



WHEREAS, House Bill 0131/ Senate File 0105 propose to allow a company to install nuclear powered generating plants tax free for 40 or more years and allow nuclear waste from other states to be stored to fuel the nuclear reactors; and


WHEREAS, the bill dictates the Wyoming Department of Environmental Quality is to generate regulations to’ make it happen’ but cannot be more stringent than the Nuclear Regulatory Agency that has allowed contamination in many areas, instead of making regulations to protect Wyoming from nuclear contamination; and


WHEREAS, other states have stopped accepting nuclear waste, the profit potential for storing their waste is lucrative but none will benefit Wyoming; and


WHEREAS, HB 0131/ Senate File 0105 require no bonding to cover contamination spills of any kind so that Wyoming could be responsible for billions of dollars to clean up any contamination issues; and


WHEREAS, since other companies in the state are not being given a similar tax

exemption, the legislature is creating a tax inequity that discriminates against

existing Wyoming business and that violates the equality language in the Wyoming Constitution; and


BE IT RESOLVED, that the legislature shall be forbidden from granting tax

exemption for any company or business unless the tax advantage is given to all

other businesses; and


BE IT FURTHER RESOLVED, that there MUST BE bonding in place to recover the cost and remediation of contamination by any radioactive spills before site construction may begin for any nuclear plant; and


BE IT FURTHER RESOLVED, no nuclear waste materials from other states may be

transported to or through Wyoming without sufficient bonding to cover any

accidents or cleanup costs.
