WHEREAS, We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America (Preamble to the US Constitution)
WHEREAS, The right of the people to be secure in their persons, houses, papers, and effects against unreasonable searches and seizures shall not be violated, and no warrants shall issue but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched and the persons or things to be seized. (Fourth Amendment of the US Constitution)
WHEREAS, Through the Federal passage of FISA secret courts have issued general warrants (not issued upon probable cause) for mass collection of electronic information of US citizens. The previous administration violated then candidate Trump’s 4th Amendment right by using FISA as a political weapon through illegal wire taping and illegal unmasking.
WHEREAS, It is the policy of this State to refuse material support, participation, or assistance to any federal agency which claims the power, or with any federal law, rule, regulation, or order which purports to authorize, the collection of electronic data or metadata of any person pursuant to any action not based on a warrant that particularly describes the person, place, and thing to be searched or seized.
THEREFORE, BE IT RESOLVED THAT, the Wyoming Republican Party call upon the
leadership of the State of Wyoming, to not be a party to violating our Fourth Amendment rights, and in fact do the opposite and continue to preserve the Liberty of all Wyomingites.
